Have the iP5 in hand, and viewed HD YouTube with WiFi on. Turned off Wifi, LTE comes up and no more HD YouTube. Is there a setting to force this? The non HD quality is poor. What a crock.

I don't think there is any way with the youtube app. But m.youtube.com lets you use HQ over cellular.
 
You need to see at least one second on WiFi , then you can switch to LTE and continue to the end with full HD.

There's no way to do it without jailbreaking or visiting the m.youtube.com site. Hopefully Google releases and update to the App that enables this functionality.

Nope, the app doesn't let you...However like someone mentioned just use the web based version, which if you want you can add it to your homescreen and just name it YouTube HD. Thats what I do, I hardly ever use the actual app.
 
McTube app lets you manually change video quality during playback. You can try that instead of the official app.
 
Download Mctube...its the best Youtube app for watching HD, theres a setting icon when you are watching a video and you can pick the resolution of the video(1080p,720p, etc)

I do this all the time to watch 1080p videos
