How come their is no introductory forum and GM/ZC# question

Is their an introductory place if no is one+ allowed to made in off-topic place?

If a member(s) makes a Game Maker/Zelda Classic quest(s), tutorial(s), example(s), game(s), other(s) is/are he/she/they allowed to upload for download on this forum?

Just making extra sure about introductory forum and the rules : )
