How do find the special characters palette?

How do you open the special characters palette without having the flag thing in the menu bar? I turned off the flag thing because I almost never ever need it so I don't want it in my menu bar. Now on the rare occasion that I need the special character palette, how do I open it?

Make the finder the active program and then Edit: Special Characters...

Bousozoku, I think, did a thread on how to mod this somewhat recently. If I find it again, I'll link it. The flags are .png files in the contents of a package somewhere (helpful, aren't I?).
