how do I access the doodling tools for screen capture when opening other photos on iPhone?

for example, if I take a screen capture and open it, there are color pen tools that automatically show up. They obviously came inside iOS. If I'm just opening any random photo or picture on my phone, is there a way for those tools to come up as well?
