How do I activate a (Sprint or Verizon) iPhone 4S without a SIM Card?

I have searched the internet all day and I can't find any information on this, can someone tell me if I can activate an iPhone 4S without a sim card? The phone is either Sprint or Verizon. Its definitely not AT&T because I tried my AT&T sim and it tells me only supported sim work. Please I want to use this phone as an iPod touch at the very least! Thanks

I don't have an account with Sprint or Verizon.
 
You don't need a SIM to activate a 4s with Verizon or Sprint. SIM's are not used with CDMA. The SIM slot in Sprint and Verizon 4s's are intended for international use.

You could start by returning the phone to its legitimate owner.
