How do I allow a non-admin user to change other users' parental controls settings?

I have two non-admin accounts on the system. One is managed. I want to allow the other user to change the managed user's parental controls settings, but I don't want to make that user a standard administrator.

Edit: That is the only administrator privilege I want the user to have. Everything else has to go through me.
