Just like how all the .ipa files for apps are backed up on your computer, how do I get the photos to be backed up as well?

Gonna be getting a replacement iPhone 4 tomorrow and I want my camera roll photos and video to be saved.

I thought the were backed up during the normal "backup" process in iTunes
 
You can copy them over just a flash drive in Explorer. Personally, I prefer this method since I hate/don't trust iTunes.
