How do I change contacts shown under the share screen?

If I select, say an image, and press the share button (Square icon with an arrow), I get to choose what to do with the image. I have a list of quick contacts at the top, and how do I change them? Currently I only see contacts from WhatsApp, which I essentially never use, and no iMessage contacts which I use all the time.

My Google-fu and Settings-roundtrip didn't get me an answer unfortunately.

I’ve never seen any contacts on the top of a share page. I guess I have something turned off in some settings.
If there’s a toggle somewhere to turn on Quick Contacts, it must be using Apple’s famous machine learning - providing garbage out once again.
