There is an application, for which the only way to execute commands is to navigate a finder menu (see picture).

Is there a way to create a keyboard shortcut to initiate these commands (say the "Commit" command)?

I'm pretty sure this can be done in the Preferences>Keyboard & Mouse>Keyboard Shortcuts. I can't seem to get it to work with the nested command.
