iPod touch How do I download free apps when outside the US?

Does anyone know how to download free apps from the iTunes store when not in the US? The new EULA doesn't allow it and it is blocked. I USED to be able to download straight from my iPod Touch when I was using WiFi, but they have changed that recently so even that isn't allowed.
