How do I enable airplay?

I mostly used this when I had my iPad3 and believe I used it on the iPhone too but it's been a few weeks and I'm just not finding it tonight. I double click the home button, swipe over twice and no airplay icon.

I'm probably missing/forgetting something so simple. Please enlighten me

Got it! Would help if I activated it on the Apple TV!
