how do i enable mms on my iphone 3g 3.1.2. unlocked and jailbroken on tmobile usa... to send and receive mms text without the data plan

MMS uses carrier data.
If you dont have data activated on the iphone or data blocked then they wont go thru.

i know you can send and recieve pics by going on settings-general-network data. just dont know what to do on there to hack it

Do you have carrier data enabled on your iphone?
Can you acess the internet without wifi?
If your carrier data works you can install the legacy pack from cydia to enable Tmobile MMS messages.

Exactly.
Without data on your phone you cannot send or receive MMS.

OP: in case you still don't get it, no matter what settings you change, you will only be able to send MMS if you have a T-Mobile data plan. There is no way to make your phone send MMS without data.
