I can't find a way to download the .ipa to my Mac, assuming it will even stop this popup if I do?

I can't seem to find away to extract the .ipa I have on iOS and place it in the iTunes media>mobile applications folder hoping if it were in there it would quit crying about the issue.

Tried itunes>file>devices>transfer purchases from iPhone. Will not transfer.

Tried to download through account>check for avalible download, but the same issue.

If I have a .ipa of this application "Plotagraph" can I place it in the proper folder and iTunes will stop trying to download and failing to, whatever the reason it is failing to be able to do so?

Assuming I can find a .ipa of this application, can I just drop it into my mobile apps folder?

Can I delete the application from iOS and iTunes will stop trying to download this app?

Any good ideas how to remove this popup without changing the current software versions on the Mac running iTunes?
