How do I format the reinstall drive on my mac?

Disk Utility is worthless for the task. I found some chinese website that helps you do it on a PC, which I don't have.

I just want to use this as a normal flash drive. Does anyone know how to reformat it on a mac?

reinstall drive? what are you wanting to format...new hidden partition? portable drive?

And what will you do if you manage to reformat the install flash drive and then happen to need to reinstall OSx? Flash drives are dirt cheap; buy one.

Destroying your re-install disk is not a good idea.
