Installed 10.4 to run software in Classic mode.
Tried installing legacy software but unable to do so.
System looking for 9.1 folder.
Does this mean that I need to install OS 9.1 (assuming that there is such a thing)?

It's been a while since I ran Classic, but -- yes, the system -is- looking for a "second System folder" that contains a bootable copy of the Classic OS, such as 9.1.

There are "archive sites" of old Mac OS versions (and software) that may have what you're looking for.

Hmm... did you install the OS from a DVD/CD?
If so, does that have an installer on it for "Classic"?
