Settings > Messages > Send & Receive > my # and hers.

Hers is off. But still. Why is it there and how to delete?

it's there because you or her chose to send or receive emails at that number and you can't unless you restore the phone and setup as new.
 
When you say "Hers is off" do you mean on the list in your phone, with no check mark beside the number? She must uncheck your number in the same settings on her phone, too, if you wish the connection to be severed. Mum's been getting copies of your text messages? ;)
