I have it on my iPhone, if I make an account it'll give me a suggested password and save it. However my Mum hasn't got it enabled and I cannot work out how to turn it on...

How do I get Safari to suggest a password?

Have you checked, Settings-->Passwords & Accounts-->Autofill Passwords? This should be turned on.
