It says connected in the menu and I can see its using data. However in all the promotional shots you can see the signal bar, I cannot find out how to show that in the options or face options.

The signal bar will only show on the new Explorer watch faces, and even then, it will only show when your watch is connected to cellular only (so if you're connected to your phone via bluetooth, or connected to a wifi network, you won't see them, even on the Explorer watch face).

As others have said, only with the Explorer watch face, but you can also see the signal dots at the top left of Control Centre when your watch is using LTE instead of WiFi or Bluetooth.
 
It's never using LTE though which is annoying, I want it to use it's own data, not my phones.
