I used to have a 16 GB iPhone so I had the Optimize for iPhone Storage option selected and it would only take up 2 GBs on my iPhone. I recently got a 128 GB 6S+ and I want to store all of my photos for offline use, so I selected the "Download and Keep Originals". However, they are still showing up as having to load as if I had selected the "Optimize for iPhone Storage" option and under storage, the photos are not taking up any space. Is this normal or are they still loading?

How much storage do you have is it the free 5 GB?

under settings + storage + manage storage - how many GB is in iCloud photo library?
 
I have the 200 GB plan, my iTunes library is about 35 GB. They seem to be... semi-loading though? Is it bad if I already clicked on some photos though and they loaded? I hope it didn't affect the process in any way.

I have clicked on photos when loading and had zero effect, don't worry.

It sound like you are just downloading to the iphone which depends on DL speed. So will take some hours for 35 GB

do you know the DL speed you have? if so use http://www.download-time.com enter 35 & GB and click calculate

are you keeping an off site USB drive backup of your precious photos & data as well as iCloud ? 1 TB drive is £40.00

& itunes encrypted backup too once a week is highly recommended
