How do I import my outlook contacts to Gmail's My contacts?

I've tried exporting to csv from outlook and importing it to gmail but that does not fully work. Numbers which are saved as +18001234567 is being imported as 18001234567. I've configured my gmail account as exchange on the phone and enabled contacts sync(after importing the outlook contacts onto the phone). The sync of the older contacts does not happen. Any new contact made on the phone is being saved in Gmail's my contacts though. How do I get all my outlook contacts in Gmail's my contacts without losing the formatting?
