I know I need iFile but how is it done? I haven't been in the JB scene for a while

SSH the .deb to your phone. I usually just put it in the root folder.

Go into the root folder on your phone with iFile and tap the .deb. Select installer and it will manually install. You'll need to respring or reboot for it to take effect.

How do I install it via iFile though, when I drag and drop the deb to /root and select it through iFile it says open with Image Viewer, Audio Player, etc what do I do?
 
How/where I'm not seeing an option to "install" anything?

After you tap the file, it should look like the attached screenshot. If it doesn't, it's probably not a .deb.

It is a debian-binary file that is a deb isn't it? Hmm and one is a .gz file kind of new to all this
 
I'm going to guess you're Jailbroken, SSH into your phone, go to /var/root/Media/Cydia/Autointall, put your files in here and reboot your phone

They will be installed upon boot.
