So I redeemed some digital download codes. When I pull the movie up in iTunes under Library, it just says HD. But when I go to play it on my Apple TV, it says 4K next to the rating, HD, etc.

Is there a way to tell what my AppleTV is really playing?

You can enable Playback HUD when Developer mode is enables. You'll need to download XCode to a MacOS device and connect to your ATV via bluetooth. Google it, it's fairly easy to setup. Once dev mode is triggered you can toggle the HUD overlay. But, if it says 4K on the movie page it will be playing in 4K, as long as your internet line is quick enough as 4K content will only stream.
 
If you don't want to mess with developer mode, then the tvOS pull-down display is also correct about the format it is playing.
In iTunes, Apple will not let you download the 4K version of the movie, only HD.
You can add your own 4K content to your library, though.
In fact, the metadata tag to denote 4K content is still missing for iTunes.
You can see the actual size only inside the Info display:
