How do I launch the "onscreen controller" for MacOS speech?

Hi.

I want to put a bunch of phrases on a TextEdit document, and then just select one and click a button to have the MacOS speech synthesizer play it quickly, rather than navigating to the menu and finding "Start speaking". It seems like this is possible:

Have your Mac speak text that’s on the screen

With Read & Speak on your Mac, hear your Mac speak text on the screen.

However, I don't know how to launch this GUI speech control interface that supposedly exists. Googled and looked through Applications/Utilities, to no avail.
