I just did a clean install of snow leopard and want to migrate my mail library into it. Does anybody know how to do this? thnx!

If you have a Time Machine backup, use Migration Assistant.

If not, they are found in /User/Library/Mail/email_address/INBOX.mbox

basically, i had my email library on an external drive. now i have created another account and i have a fresh, empty mail window when i open mac mail. how do i reassociate the email library with this new computer?

How did you keep it on the external? Did you just copy the /user/Library/Mail folder? Click Mail -> File -> Import mailboxes... -> Select files in mbox format -> Hunt for your mbox files /user/Library/Mail/email_address

im not sure how i did it the first time. i moved my iTunes and Mail off to an external drive. the iTunes was easy -- you just move the whole thing and press option when it starts to pick a new library. but i am still stumped about the situation with Mail....i cant figure out what to do, even after your reply...can you be more specific?
