Okay short details. I wanna play Toontown for Windows on Mac. Can i do this WITHOUT bootcamp?

And i tried Wine Crossover and PlayOnMac but none work.

Graphics on Wine are BAD.

PlayOnMac and Crossover don't even play.

Your easier options are sorry to say, bootcamp, parallels or VMware Fusion, you could use virtualbox, it is free and is similar to parallels and fuson, but it is a virtual machine, not a coherent, seamless OS install...

VirtualBox/Parallels/VM Fusion

You'll need a copy windows, and if the game requires serious power you'll probably be SOL.

Boot camp is your best bet, honestly.
