How do I power on beige G3 PSU? (without mobo)

I took the PSU out of my beige G3. How do I power it on all standalone without the motherboard? I connected green to black with a paper clip but it does not work. It does work when connected directly to motherboard and booting the system. How do I turn it on?

This is a desktop model beige G3 and the PSU is a Delta Electronics Inc. Model DPS-150GB H

I tried it with a hard drive plugged in but still nothing.
