How do I Preserve Edits to Previous Recipients File in MacMail?

The edits I make in the MacMail Previous Recipients file take effect only until I restart MacMail. After restarting, the previously deleted addresses are still there. When I look at the MailRecipients-v4.abcdmr file in the Applications Support/Address Book folder, the Date Modified from "Get Info" says the file has not been edited in years. Therefore it appears that this file is not receiving my edits. Has it become "write protected" for some reason? If so, how do I correct?

I'm running MacMail 4.2 (1077), OS X 10.6.2 on an Intel iMac. Any suggestions would be appreciated.
