How do I program Funtion Keys?

The title says it all. I would like to program a funtion key to do Ctrl-Command-D. Is there a program to program funtion keys? Need some help please.

Go to System Preferences->Keyboard & Mouse->Keyboard Shortcuts. Near the bottom of the list is the shortcut for "Look up in Dictionary" (command-control-D). Double click on the shortcut, and type your new one.
