I am a video editor, and I have taken several tutorial-type videos, removed the video but kept the audio and then exported them as MP3 files. I would like to know how to put these MP3 files on my iPhone XR so that I can listen to them locally, without the need for an Internet connection.

I have an iPhone XR and a MacBook Air (base 2019 model), but I don't have a Lightening to USB-C dongle. I have a USB-A to USB-C dongle and wondering if that would work to connect the iPhone to the MBA. I also have a PC that runs Linux Mint. Can I use the PC to put the MP3 files on the iPhone?
 
You could use iCloud Drive. Enable the feature on both Mac and iPhone, and drag them to the iCloud Drive folder in Finder. Open the Files app on the iPhone.
Will this work without cell service or internet connection? I will have tons of MP3 files.
 
Download the files to your iPhone when you do have an internet connection (I have to assume that you occasionally do have an internet connection, or you couldn't be posting here).

This assumption is in error, I'm writing this from my MBA with an ethernet to USB-C dongle. iPhone doesn't have any connection.

Get any form of file manager app, or nPlayer. Then use iTunes to connect to the file manager storage, usually indicated by the app name. After that, copy your MP3 file into that file manager. Those apps come with simple music playback function, which I assume enough for your needs.

If wine can somehow handle iTunes, you can try to do so in Linux mint, otherwise you need a Windows 10 install.

As for that dongle, that should work to connect your iPhone to your MacBook Air.

As for wifi signal, Linux should have some utilities to share wired connection and broadcast wifi signals that other computer can use, as long as your PC has a wifi card. I don’t use Linux so not sure, though my impression is Linux is insanely good at connecting all kinds of stuff.
 
I'm a strong proponent of avoiding doing anything with iTunes.
I copy files back & forth to my Mac & iPhone via Wifi using an iOS app called File Browser. It works with a Windows PC too.
There's lots of apps that will play MP3 files.

Any mp3 stored in the phones memory(not through itunes) or icloud should play in a standalone player when opened in the files app. Functionality of that player and whether or not it will fit your needs is beyond me as I have rarely used it. I also feel obligated to mention it has been a LONG time since I have done this, so there is a possibility it no longer works this way.
 
I should have mentioned that WiFi is not available, ethernet only but I don't have a Ethernet to Lightening dongle.

I figured it out:
MacBook Air <---> USB-C to USC-A dongle <---> USB-A to Lightening cord <---> iPhone
Once connected, open Finder and the iPhone can sync files.
