How do I recover tabs in Safari iOS 16.1.2

I successfully cloned iPhone 14 Pro Max from iPhone 11 Pro Max as all my stacked Safari tabs appeared. Last night I was on Safari and somehow lost my old Safari tabs and cannot recover them. I did some weird swipe of some kind and noticed tab arrangement had changed. I have opened old Safari tabs and certain old Safari tabs are missing from list of closed tabs. I re-opened all closed Safari tabs and some old Safari tabs are missing. I am on iCloud and tried looking for old Safari tabs on my other Apple devices and they do not appear anywhere. Is there any way I can find those missing old Safari tabs that were on my iPhone? All my devices share same Apple ID and are backed up to iCloud.
