I have a PDF file I scanned and was 500KBs. I haven't looked online looking on how to reduce it to be under 100kb with no luck... except for some random website that said would automatically reduce the size by simply dragging it, which is did to 250KB...

But I still need it to be under 100KB so I can attach it to an online job search site.

In preview you can export it, below the format at the bottom is a field called "Quartz Filter" from that drop down choose "Reduce File Size". That will hopefully get it small enough for you.
