My Iphone 4s was updated to iOs 8.2 and I just did a back up. I bought a new Iphone 6 which has an iOs 8.1.2. When I am trying to restore my old iphone account to my new iphone, it tells me that "No icloud backups are compatible with the version of ios (8.1.2) on this iPhone. Please help.

You've to first update to iOS 8.2 on your iPhone 6 before you can restore the iCloud backup.
 
As above mentioned, you have to update your 6 to 8.2. Otherwise you will have to start fresh if you want to keep 8.1.2.
 
Try making a local backup using iTunes, and then do the "Restore from Backup." Not sure if the device needs to be on the same iOS version if you use a local backup to restore the apps and data.

Otherwise, you're better off just making the update to iOS 8.2 first. Based on my experience, I see no reason whatsoever to keep iOS 8.1.2.
