How do i shut off: "Block external links in HTML viewer"?

ios26.2/ipad pro. Where do i shut off "Block external links in HTML viewer"? I was using PDF Expert. Can find no Security or Privacy settinbgs to turn off.
 
Found it. The gear symbol in PDF Expert hides Security, then uncheck,

Block external links in HTML viewer​
