How do I sign an under 13-yr old family member out of iCloud?

I've been having difficulties with ScreenTime for a family member. There's one particular app which stays open/available all the time, no matter how I change the settings. I wanted to try signing that family member out of iCloud and signing him back in, but on his phone, under iCloud, the "Sign Out" option at the bottom of the screen is grayed out, and it says underneath "Sign out is not available due to restrictions".

I do NOT have restrictions set for this (or any other) family member under Screen Time. Is there somewhere else that restrictions can be set in iOS 12 that would allow me to sign out of this phone? What if I wanted to sell/give away the phone to someone -- I can't even sign out of the iCloud account on it...

Any help would be appreciated. Thanks in advance.

Just guessing here: did the phone ever had restrictions setup? From what I've read with other's restriction issues and Screen Time, might be an old code in place preventing changes (yes, a reach, but some things I've seen imply either or).
