How do I stream my “Photos App” library to iOS remotely without iCloud Photo Library?

What application can I use to accomplish the following?

I used to have a application called BlinQ that let me view every Album and Folder all in their native formatting in iPhoto, but it no longer works with “Photos” app :(

I want it to stream the entire Photos library.

I need it to be accessible remotely on LTE or on non local networks.

I would like it to generate low bitrate thumbnail previews, and allow me to click into the photo for better resolutions.

I want it to use the Photos Library and retain all formatting folder and album structures.

I have been looking for a replacement, and I just cant find something that fills this need !

Please help, been searching for so long I need assistance !
 
For future reference, (because this is very hard to find for others searching) I found a application called Servetome and Streamtome that will allow this functionality. tested and confirmed to work.

The developer is fantastic,and the application,while I believe could be polished, works VERY well.
