Both on iOS 11.

I have about 100gb of files, mostly pictures, videos and pdf files, stored locally on my iPhone, and I would like to copy them onto my iPad (plenty of space). I have a Windows laptop with Tbs of storage but no Mac. I do not want the files to permenantly stay in iCloud but if I need to temporarily utilize the iCloud storage to do the sync that’s fine. But I do not want to get into the pay territory.

My ultimate goal is local copies of everything on my iPhone and my iPad but the iCloud stays clean.

What is the best way to go about it? Can someone help me?

You can easily transfer photos and videos connecting iPhone to the computer and, from the windows explorer, copying the files to the hard disk.

Also, if you want to transfer files from iPhone to iPad, just use AirDrop feature, but keep in mind that it will be slow.
