Thinking about buying an ipad for someone who would have it as their primary computer. They mainly use their computer for music, movies (netflicks), and internet surfing. They have a pretty extensive music collection so I would like to make sure they don't lose their ability to connect their external hard drive to be able to listen to their music. I've read a bit online, but I am still not clear...can this be done without jailbreaking the machine? Should I stick to a regular laptop?

When it comes to managing music, iPad is just like any other iPod. You need a computer with iTunes, and you sync the music from the computer to iPad using iTunes. In other words, you can't replace your computer with an iPad. An iPad is a supplementary device. Some people do manage to use iPad as their main computing device, but that only works if their entire media collection fits on their iPad.
