Is it possible to transfer my user settings, user documents and all user installed apps from one account that is broken to my new account?
 
Are these accounts TS on th same Mac or from one older Mac to newer Mac?

Plus if it is from one Mac to another new Mac then look at /Applications/Utilities/Migration Assistant.app

Documents is easy. Just copy them to the /Users/Shared folder and they can be accessed from the new account and moved in. Same with applications if they are self contained apps that do not use an installer. User settings can be moved the same way, but the trick is knowing what files to move that contain the settings. They are different for almost every app.

same computer one account is my old account that has issues

The other account is the one I want to start using since I do not have the iTunes issue with this.
Although before I do something that takes time to do I will try reinstall mac os x see if any improvements.

where would I go if I want to copy the saved templets from os office or iWork's?

Mail data is stored in these folders. Just triple click to select the path in this massage then right click and reveal in Finder.

There is also a mail plist settings file in here.

Even still, I'm not sure if just moving those over will bring the whole account in.

This kind of falls into those apps I mentioned that have support folders scattered around and it is often not so simple to move things.
