Just go to the other computer you had synced it with and deauthorize it. Then try syncing it again with the computer you're on now.
The iPod Touch will not function as an internet hotspot. The only way to connect to the net is via wi-fi. If other devices can also connect via wi-fi, there is no need for an iPod Touch.

Theoretically, there are situations in which using your iPod touch as a WiFi hotspot might be doable with a jailbreak.
If you have a regular cell phone that supports bluetooth tethering, and if the iPod touch's bluetooth stack could be modified to support being on the receiving end of an IP-over-Bluetooth connection, then you could tether your cell phone's Internet connection to your iPod touch.
Then, if you were able to modify the iPod touch's WiFi connection to provide hotspot capability, then you could share the Bluetooth-tethered Internet connection with other WiFi devices through the iPod touch's WiFi.
This is a pretty convoluted process, but (especially if your cell phone doesn't have native WiFi capability but it does have Bluetooth capability) it might have theoretical usefulness.
