I'm lending a friend an old AT&T iPhone 4 to use as an iPod. We discovered that even though he wasn't interested in the telephone features, he still needed a sim card to use the other features—iPod, apps, etc.

Is there a cheap sim available that would work on this phone and serve his purposes?

Don't use the phone part. Turn on airplane mode. Throw it out the window, then buy an iPod touch.
 
You don't need a sim to use it. Just activate it with an old sim if that's what you're talking about. After that you can toss the sim.

You only need the sim in there to activate it in iTunes. Once that's done you can remove the sim. I had a friend with the same issue, walked into an AT&T store and asked for an old sim, they gave me one.
