How do I use a profile picture?

I have been having trouble using a profile picture. The size of the pic I want to use is only 48x39 and 1.31kb Why wont it work? Or how do you do it?

Is an avatar the pic like thing in the corner? If so that is what I mean. (though I thought avatars were the ones that moved.) So pretty much for people to my your profile pic they have to open my profile?
A bit confused...

Avatars are the pictures by someone's post. You need 500 posts here on MacRumors to have one.

Profile pictures are in your profile which can be seen if someone chooses to look at your profile.
