How do I use an iPhone 3gs without a data plan?

I only have an iPhone 3gs available right now and I don't have a data plan nor do I plan on getting one. I heard that if you tell att to wix block my phone It will block the internet and the data plan will not be charged. Is it safe for me to do that without getting charged? If they wix block it will I still be able to use wifi? Also I heard if you had the updated version of iOS all you need to do is
Settings > General > Network > Cellular Data *Slide To Off*
