How do you achieve this effect in FCP? Matte?

Can someone explain how they did this effect and if it's possible to do in Final Cut Pro? If so, how? Thanks.

The effect is demonstrated in 1:25-1:40 of the video as well as 2:09-2:23. It's a really koo effect.

If you set up a shot that only required a small amount of compositing you might be able to do it in FCP but this is really something to do in Motion or AE. VideoCopilot has a 'freeze time' tutorial for AE that'll give you an idea of how it's done.
