How do you apply keyword tags to all selected images in Photos?

When selecting multiple photos, photos that have keyword tags and photos that don't have keyword tags, how do you apply one of the keyword tags to ALL selected images? It should just be selecting and hitting enter but that's not it. Even erasing and retyping the tag doesn't work.

You can do it from the Keyword Manager (Cmd-K), but I do not see how to do it from the properties window.
