On the mail app of the iPhone, there is the attachment option but it only gives you option to attach from iCloud Drive.

1. How do you save word documents into the iCloud Drive?

2. Is there a way to attach word document from Dropbox or any other app that is not iCloud Drive?
 
You can attach from Dropbox. Start by adding an attachment and it will take to the iCloud Drive. Tap Locations (top left), then More..., and switch on Dropbox. Now you can select Dropbox as a location and choose your file.
