How do you become a "developer"?

Just wondering, how do you become a developer for apple to be able to get the beta's for releases of iOS's and stuff?

Do I have to program an app? What do they get besides sneak peaks in what's to come?

The $99 membership lets you publish Apps to the App Store, access pre-release iOS software updates and test your software on the device.

If you just want it for the updates, that's a bit of a waste really. You wouldn't want to use them on your normal phone as they could be unreliable.
