How do you change the amount of rings before call diiverts to voicemail?

This seems like an obvious question and I have had an iphone since they first came out but there is nowhere in the settings that I can find where you can change the amount of rings/time before the call diverts to voicemail and mine only rings twice before it diverts which barely gives me time to get it out of my bag.

It's an operator setting, so has nothing to do with Apple.
