I wanted to select something and then cut everything that is not enclosed with what I have outlined. How do you do that?

I do have Photoshop as well but don't know how to use it.

You could always use the built-in print screen function. Cmd-shift-4 will pull up a cross hair, select whatever you want with it and it'll be saved as a screenshot to the desktop.

No need to bust out photoshop.
 
How do you delete everything within an enclosed space? I figured out how to delete everything outside of the enclosed space (just edit, cut)

My Preview app indeed cuts what is inside active selection.
However, you can invert the selection (Shift+Cmd+I) and then cut.
