I know in trackpad settings there is the one finger to drop and drag but it only will work for management of mac's open windows and not just anything say a file. How can this be done? I don't care if I have to install 3rd party stuff as long as it's safe and free.

It works with anything, in the video you see in System Preferences they just demonstrate it with a window. Try it :)
 
There needs to be a slight pause between clicking and dragging, no pause results in an area selection.
 
I must be doing something wrong cause I watch the demo and followed it step by step and I don't see where when I drag an item and release the trackpad the item will be floating like!
 
Drag lock is so if your screen is "bigger" than the trackpad, you can let go, move your finger back to the other side of the trackpad and continue the drag. You then need to tap/click again to drop that object on it's destination.

Not at my computer right now, I'll test it out later today.
