how do you get AT&T logo with bars???

I've been trying to get my touch to look like a iPhone for some time now. all i need if the dock image and how to get the bars at the top of the screen. doesn anyone know how to do this/have the file?

Is this to get your iPod and wifi strength indicator to show up as the AT&T sign with the blue bars as your strength indicator? If so, can you explain how to do this to me? Thanks.
